Are you sure it doesn't say Convection oven? A convection oven circulates the hot air so cooking times are faster and the heat is more evenly distributed. In a convection oven you should be able to cook cookies on both racks because of the circulating hot air. In a conventional oven you get better results if you only place the cookies on 1 rack.
